PU leather is a glossy, artificial leather that has a darker reflection than PVC. PVC is a multi-component plastic. The bags made by the latter are more reflective. For example, many PUMA bags are made of PVC.
If you use it in winter, it is better to choose PU, because it is warmer to the touch, and PVC is colder. It's hard to say if it's better than the quality, because I've seen that a PU leather with good material can last a long time! PVC too!
